أعلن تحالف منظمات المجتمع المدني لدعم الحوار الوطني في اليمن وضع الخطوط العريضة لرؤية منظمات المجتمع المدني للحوار في اليمن خلال المرحلة المقبلة. وأكد رئيس التحالف مصطفى نصر في الندوة التي نظمها التحالف تحت رعاية رئيس الوزراء محمد سالم باسندوة صباح اليوم حول " دور منظمات المجتمع المدني في الحوار الوطني " أن منظمات المجتمع المدني ستسهم في تقديم تصوراتها لكافة قضايا الحوار الوطني الذي ستشهده اليمن خلال الاشهر المقبلة، ومن منطلق الشراكة الكاملة مع الحكومة وكافة القوى والاطراف المعنية بالحوار.
وأوضح نصر أن منظمات المجتمع المدني التي كانت رائدة في الدفاع عن الحقوق والحريات وتعزيز الحكم الرشيد وسيادة القانون ستناضل من أجل أن تكون شريكة شراكة كاملة في التأسيس للدولة اليمنية الحديثة.
واستعرض رئيس لجنة الخبراء في التحالف نورالدين العزعزي رؤية التحالف التي ستقدم للحوار الوطني، تضمنت التصورات الاولية للحوار، والمرجعيات والمحاذير وغيرها من النقاط الجوهرية التي تؤسس لحوار حقيقي في المجتمع اليمني.
وأوضح تصورات التحالف المدني لشكل الدولة والنظام الانتخابي والسلطة القانونية ودور النساء والشباب خلال المرحلة المقبلة.
وقدم الامين العام المساعد للتحالف عبدالله الشليف نبذة مختصرة عن التحالف حيث أشار إلى المراحل التأسيسة ابتداء من تشكيل اللجنة التحضيرية والمؤتمر الصحفي للاشهار واجتماع الجمعية التأسيسة الذي شاركت فيه ما يزيد عن 80 منظمة، حيث تم انتخاب 11 من أعضاء التحالف للهيئة التنسيقية، ولجنة الخبراء ولجنة للرقابة.
من جانبها أكدت نائب رئيس التحالف الهام عبدالوهاب على أهمية التركيز خلال الحوار على إشراك النساء وبنسبة لا تقل عن 30% في كافة لجان الحوار ومراحلة، وكذلك إيجاد معالجات صريحة وشفافة للقضية الجنوبية بإعتبارها القضية الرئيسة التي تشكل مدخل مهم للحوار.
واستعرض الدكتورة آمنة الاسلمي في ورقتها حول أجندة الحوار الوطني المحددات الرئيسية للحوار، وسردت في إطار وقرتها أكثر من 17 مطلب رئيس للتمهيد للحوار وبحيث يمثل نقطة إنطلاق أساسية لبناء اليمن.
كما قدم عبدالاله سلام عضو لجنة الرقابة في التحالف ورقة عمل حول أهمية إشراك المجتمع المدني في كافة مراحل الحوار، مستعرضا الخطوات التي تمت حتى الان في الحوار الوطني والقضايا التي سيتم بحثها، ومكامن التدخل التي يفترض أن تشارك فيها منظمات المجتمع المدني.
وانتقد سلام عدم قيام حكومة الوفاق الوطني بدورها في التهيئة للحوار الوطني عبر أجهزتها وأدواتها المختلفة، مشيرا إلى غياب الدور الاعلامي الرسمي في تهيئة المناخ للحوار من خلال دفع الناس إلى الاشتراك في الحوار بإعتبارها يؤسس لمرحلة من بناء اليمن الجديد.
وفي ختام الندوة فتح الباب للنقاش حيث جرت مناقشة رؤية التحالف وأليات تطويرها وأهمية إشراك كافة المنظمات على المستوى المركز والمحلي لاثراءها.
*(ACSOSD) Adopting A Vision of Civil Society For National Dialogue In Yemen*
The Alliance of Civil Society Organizations For Supporting Dialogue (ACSOSD)
announces today of the outlining a vision of civil Society organizations
for supporting dialogue during the next period.
The Chairman of (ACSOSD) Mr. Mustafa Nasr emphasized that the civil
society organizations will Actively participate in introducing their
visions for all national dialogue issues will witnessed in Yemen during
the next months in partnership with government and all parties. That was in
a Symposium on " the Role OF Civil Society In The National Dialogue"
organized today by (ACSOSD) under the patronage of H.E Prime Minster
Mr. Mohammed Salem Basonduah.
Nasr added that the civil society organizations which has been a leader in
defending the rights and freedoms and the promotion of good governance and
the rule of law will strive to be a partner in establishing new Yemen.
Allegiance experts committee chairman Mr. Noor Al-Dain Al-Azaizi explained
the vision of (ACSOSD) that will introduce to the National Dialogue, which
included initial perceptions of the dialogue, and references and caveats
and other essential points which lays the foundations for a genuine
dialogue in Yemeni society.
Al-Azazi Also explained the perceptions of the Civic Alliance to form the
state and the electoral system and the legal authority and the role of
women and youth during the next phase.
The Alliance assistant secretary general Dr. Abdullah Al-Shulif speak
briefly on the stages of establishment of the alliance starting with
forming the preparatory committee and the press conference of the publicity
and general meeting constituent which was attended by more than 80
organizations. Eleven of these organizations has been elected as a member
of the allaigence, also the y nominate the experts and monitoring
committees.
In Her part Vice President of the alliance Mrs. Elham Abdulwhab affirmed on
the importance of involving women in the national dialogue not less than
30% in all committees of dialogue and stages, as well as finding treatments
open and transparent to the issue South as the main issue which is the
entrance to an important dialogue.
Dr. Amina Salam explained in her working paper the agenda of the national
dialogue, the main determinants of the dialogue, and listed more than 17
essential demands to facilitate for the dialogue.
The Member of Coalition Monitoring Committee Mr. Abdulalah Salam presented
a working paper on the importance of involving civil society in all stages
of the dialogue, pointed to the steps have been discussed and issues will
be discussed, as well as the issues that need the intervention of civil
society organizations. presenting an overview
At the End of the Symposium discussion starts with participants on the
vision of the coalition and the mechanisms of developing this vision and
the importance of involving all civil society organizations to enrich it.
