من الواضح أن دخول فرقة من الحوثيين وقوات صالح الى القنصلية الروسية عدن مع بداية العدوان لم يكن اقتحاما ولكنه كان عن طريق التسليم الطوعي الذي يحمل في مضمونه موافقة ضمنية من الجانب الروسي بالسماح باستخدام قنصليتهم كمقر لقيادة عملياتية للحوثيين وقوات صالح ...
ومنذ بداية تواجدهم (الحوثيين وقوات صالح) في القنصلية بدؤا بالاعتداء على مبنى مركز اليمن لدراسات حقوق الإنسان الذي يقع خلف مبنى القنصلية مباشرة (ملاصق لها) حيث جرى استهداف مكاتب المركز بطلقات القناصة من داخل مبنى القنصلية...
وأصبح أي تحرك داخل مبنى وحديقة المركز معرض للقناصين حيث جرى استهداف حارس المركز الاخ حسين الفضلي اكثر من مرة من هؤلاء القناصين.
أن مركز اليمن لدراسات حقوق الإنسان اذ يستنكر الموقف الروسي لتغاضيه عن تواجد جماعة الحوثي وقوات الرئيس السابق علي عبد الله صالح في مبنى القنصلية دون حتى التعبير عن اي موقف مستنكر ومعارض لهذا التواجد في مبنى القنصلية والتي تعتبر ارضا روسية.
كان يجب على الجانب الروسي عدم السكوت عنها سيما وأن من قاموا باقتحام مبنى القنصلية والتواجد فيها واستخدامها كقيادة عملياتية وموقع عسكري للقناصين التابعين لمليشيات انصار الله وقوات الرئيس السابق علي عبد الله صالح الذين تسببوا بمقتل العديد من شباب وسكان مديرية خورمكسر واستهداف العديد من منازل المواطنين واحراق عدد منها.
اننا في مركز اليمن لدراسات حقوق الانسان اذ نعبر عن استنكارنا للموقف الروسي هذا فإننا نؤكد على احتفاظنا بحقنا بالتقاضي استنادا للقانون الدولي الذي ينظم مثل هذه القضايا مع حقنا ايضا في المطالبة بالتعويض لما تعرض له المركز وللمساءلة في المشاركة الضمنية فيما تعرضت له مدينة خورمكسر والضحايا من المدنيين والممتلكات جراء استخدام مقر قنصليتهم كقيادة عملياته وموقع عسكري للقناصة والقتلة.
Yemen Centre for Human Rights Studies based in Aden City held the Russian Government responsible for allowing the use of their Consulate in Aden by Houthi and Salih militias to target civilian populations and objects in Kharmaksar district as well as for the destruction of the centre’s offices, and retain the right to prosecute based on the international law.
Since the beginning of the aggression launched against Aden City by Houthi and Salih militias, it was clearly observed that those militias did not invade the Russian Consulate in Aden city; however, it was voluntarily handed-over to those militias, which carries in its content a tactic approval from the Russians, allowing the use of their consulate as a military operational base for those militias.
Since Yemen Centre for Human Rights Studies is located right behind the consulate premises, the centre was targeted by the militias’ snipers who have been shooting inside the centre and its garden including shooting at the guard of the centre ( Mr. Hussien Al-Fadli) several times.
Yemen Centre for Human Rights condemns the Russian position for not taking any action against the use of their diplomatic premises in Aden by Houthi and Salih militias, that could include expressing a condemn and a protest against that illegal action on their diplomatic territories.
Russians are supposed not to keep silence against the use of their diplomatic premises by Houthi and Salih militias to kill civilians and target civilian objects in Khormaksar district, Aden including shooting at, destroying and burning houses of civilians.
Yemen Centre for Human rights Studies condemn the Russian position and retrain its right to sue the Russian Government and claim compensation for the damage resulted to the Centre based on rules of the International law that regulates such issues. We also retrain the right to that to prosecute the Russian Government for their implicit participation in killing of civilians and targeting civilian objects in Khormaksar district, Aden resulted from the use of their consulate in Aden by Houthi and Salih militias.
